I have noticed it it usually when it seems like the last remaining steps are going to be simple and then I halt. Fortunatelly I do not have problems with that. My most frequent stops at 95% due to the fact that the project is almost finished. There are no challenges, no interesting elements. I don't know whether it included in your problem but I have always been lacking in motivation to complete the project (the last 5%). ‘No’ is very important and hard to learn.
